CIRVIS - Communication Instructions for Reporting Vital Intelligence Sightings is a system jointly operated between the USA and Canada for reporting important Intelligence Sightings. Such sightings include "airborne and ground objects or activities that appear to be hostile, suspicious, unidentified, or engaged in possible illegal smuggling activity." Note that the USA and Canada jointly run NORAD, which is a defense system against nuclear missile attack from Russia, and that both countries have coast-lines that would be attractive to smugglers or other suspicious activities. The CIRVIS system is also used for UFO/UAP reporting.
